Presumably they're provided by NIST as part of the evaluation
software. The format of them is described in the evaluation plan.
Essentially, it's a list of the files, one per line. (For reasons
that I'm not clear about, the lines also have #'s at their start.)

I think that's fine. The implication from the evaluation plan is that
we should be designing our software to take the ordering of files from
an external source. In theory, NIST could perversely decide to order
the files in reverse chronological order.....
I hope Jon Fiscus will let us know if I'm misinterpreting the
evaluation plan.
