We are unsure about how to treat this article - would this be a

The smallest of the major tobacco companies will pay another 14
states for smoking-related medicaid expenses. Today, the liggett
group announced it has reached deals with attorneys general in 40
states. According to the company, that accounts for more than 80%
of the medicaid claims against it. And it has agreed to place a label
on all packages, warning -- "smoking is addictive."
