The national settlement was made necessary by the action at the state level---the deal the
states wanted to cut with the tobacco companies required legislation from Congress to
make it possible (the key point being protection from future litigation for the tobacco
companies). So I would say these are the same topic. This document describes how
Liggett is settling with some of the states now rather than waiting for Congress.

medicaid expenses. Today, the liggett group announced it has reached deals with attorneys
general in 40 states. According to the company, that accounts for more than 80% of the
medicaid claims against it. And it has agreed to place a label on all packages, warning --
"smoking is addictive."
