Seems to me that 1 and 3 are off-topic and 2 is on-topic (refering
to Parilentary leader selection, and to candidates running -- or not
-- in the parliamentary election, e. g. "The Italian-born widow of slain
Prime Minister, Rajiv Ghandi, did not run for a parliamentary seat in the
recent elections.") Just goes to show that there is inevitably some
residual rater inconsistency.
