Surely that would be equivalent to a deferral that just chances to
ignore the extra information you get by waiting. We are operating on
the assumption that that is fine because we have not had a chance to
investigate the value of deferring the decision.
That is, our current results will be the same for all deferral lengths
because we make the classification and new/old decision immediately
after we see a story, not after we've processed a chunk of stories.
