Sites without Mandarin capability WILL be able to participate in
the TDT3 dry run evaluations for topic tracking, topic detection,
first-story detection and story link detection. This is possible
because LDC are supplying an additional form of the Mandarin data,
namely a machine translation of Mandarin text into English.

NIST will support evaluation using the machine translation version
of the Mandarin source data for all tasks except segmentation.
(Segmentation must be performed in the native language.)

NIST is also NOT planning to support evaluation on the machine
translated data for TDT tasks when story boundaries are not
given. If you really want support for this condition, please
let us know and give us your rationale.
