The topic judgements used for the 2001 eval are at the URL
'ftp://jaguar.ncsl.nist.gov/tdt/tdt2001/eval/topicjudgements.v1.tgz'.
There are two files in the tarball. The judgement file ending in
.complete is the set of annotations for the completely annotated
topics. The judgement file ending in .fsd is the set of topic
judgements including the additional first story topics.
