POLICY ON DISTRIBUTION OF RESOURCES CREATED FOR DARPA TIDES
Rules for TIDES resource distribution vary by the designation
of the resource and the program participant.
Program participants are designated:
- CREATOR: any organization tasked to create resources
- EVALUATOR: any organization tasked to evaluate technology
- EVALUATION PARTICIPANT: any organization approved by the
program manager and evaluator to participate in an evaluation regardless of
level of funding
- ALLIED RESEARCHER: any organization that is not an
evaluation participant but is approved by the program manager to otherwise
perform research to benefit the program, regardless of level of funding
- EXTERNAL: any other research organization
Resources are designated as: TRAINING, DEVELOPMENT/TEST,
EVALUATION and EVALUATION RESERVE
- TRAINING and DEVELOPMENT/TEXT data are released by the
creator to evaluation participants, allied researchers, evaluators and the
program manager on a mutually agreed date and may be released to external
researchers at the same time.
- EVALUATION data is released by the creator to the evaluator
and program manager on a mutually agreed date. The evaluator ships this data
to evaluation participants on a second mutually agreed date. This second
date is the start of the formal evaluation. Evaluation data may not be
released to allied researchers or external researchers until the end date of
the formal evaluation, the date by which sites must submit their results for
evaluation.
- EVALUATION RESERVE data is evaluation data with additional
restrictions. It may not be released to external researchers until one year
after its release to evaluation participants. During this reserve year,
evaluation reserve data may be released to allied researchers as long as
they cannot reasonably be expected to become evaluation participants within
that time period. Recipients of evaluation reserve data must practice all
reasonable care to ensure the confidentiality of the data. Recipients of
evaluation reserve data must not share this data beyond their immediate
group, nor may they publish or share beyond their immediate group any
results obtained by using this data. These restrictions remain in place
until such time as the data is publicly available.
- External researchers must agree to submit system results
for evaluation on a schedule negotiated with the program manager and
evaluator in order to receive access to evaluation or evaluation reserve
data before its publication date.
- Only the resource creator may distribute data unless the
creator waives that restriction
- Although the evaluator may ship evaluation and evaluation
reserve data, it does so as an agent for the creator
- All dates are determined under negotiation among the
program participants.
- For purposes of this policy, an individual researcher is an
organization with one member.
